UAE Central Bank Partners With Norbloc to Build National Digital KYC Infrastructure

Digital identity verification is becoming a cornerstone of modern financial systems as regulators and financial institutions look to simplify compliance while strengthening safeguards against financial crime. In the UAE, regulators are accelerating this transition through new digital infrastructure designed to modernise customer verification and onboarding across the financial sector.

The Central Bank of the UAE (CBUAE) has announced plans to build a nationwide digital Know Your Customer platform that will allow financial institutions to verify customer identities through a unified national framework. The project will be developed in partnership with technology provider Norbloc AB and is expected to support banks, financial institutions and fintech firms across the country.

The initiative is designed to streamline customer due diligence procedures while reducing the operational burden that financial institutions face when verifying new clients. At present, banks often repeat the same verification steps independently, which can lead to duplication, higher compliance costs and slower onboarding processes.

By introducing a shared digital verification infrastructure, the central bank aims to create a more efficient system for identity verification while maintaining strong regulatory oversight.

Part of the UAE’s financial infrastructure transformation

The new e-KYC platform forms part of the UAE’s broader Financial Infrastructure Transformation programme, an initiative focused on modernising the country’s financial ecosystem through advanced technology and digital frameworks.

Under the proposed model, financial institutions will be able to access trusted customer verification data through secure digital channels, allowing onboarding procedures to be completed more quickly and with greater accuracy.

This centralised approach is expected to improve operational efficiency across the financial system while reducing the resources currently required for manual compliance processes.

Enhancing financial crime compliance

Improving regulatory compliance remains one of the primary goals of the platform. The system will support both customer and business verification procedures, strengthening due diligence capabilities across the financial sector.

Automated verification workflows and integration with reliable data sources will allow institutions to carry out identity checks more effectively while ensuring compliance with anti-money laundering and counter-terrorism financing regulations.

Security and data privacy are also key components of the system. The platform is designed to ensure that sensitive information can only be shared with explicit consent from customers, allowing individuals and businesses to maintain control over their personal data.

Enabling faster digital onboarding

A unified national KYC framework could significantly improve the onboarding experience for both individuals and companies opening accounts with financial institutions.

By reducing the need for repeated identity checks across different organisations, the system aims to shorten onboarding timelines and improve the efficiency of financial services.

The platform will also support fintech companies operating in the UAE, enabling them to access reliable identity verification services while meeting regulatory requirements.

Expanding capabilities over time

The digital KYC platform represents an important step in the UAE’s wider digital finance strategy. Future phases of the project are expected to expand its capabilities and strengthen integration across additional financial institutions and service providers.

As financial ecosystems become increasingly digital, regulators are placing greater emphasis on building shared infrastructure that improves compliance, enhances transparency and supports innovation within the financial sector.

The initiative reflects the UAE’s broader ambition to develop a more advanced and technology-driven financial system while reinforcing its position as a global centre for financial services.

What this means for the industry

  • Digital identity infrastructure is becoming essential for modern financial ecosystems. National KYC platforms can significantly simplify compliance processes across the banking sector.
