EBRD Expands Bulgaria Presence With New Sofia Technology Hub

The European Bank for Reconstruction and Development is expanding its technology footprint with the launch of a new innovation hub in Sofia, underscoring a broader trend among financial institutions and multilateral lenders to decentralise technology operations and tap into emerging talent ecosystems. The move strengthens the EBRD’s long-standing partnership with Bulgaria while positioning Sofia as an increasingly important destination for financial technology and digital transformation.

Sofia Becomes a Strategic Technology Base

The newly opened Tech Sofia centre forms part of the EBRD’s strategy to expand its operational presence beyond traditional financial centres and move closer to clients and regional markets.

The Bank has already recruited 51 technology professionals and plans to grow the workforce to more than 100 employees, leveraging Bulgaria’s established technology ecosystem and competitive talent base.

Decentralisation Drives Digital Transformation

The initiative reflects a wider shift among financial institutions towards distributed operating models, where technology capabilities are embedded closer to regional markets rather than concentrated in headquarters.

By expanding its presence in Bulgaria, the EBRD aims to enhance collaboration with local clients, accelerate project execution and strengthen support for digital initiatives across South-Eastern Europe.

Growing Investment Commitment

The EBRD remains one of Bulgaria’s largest institutional investors. In 2025, the Bank invested €295 million across 17 projects, continuing a steady increase in activity and supporting sectors ranging from sustainable infrastructure and venture capital to financial markets and private-sector competitiveness.

Since entering the country in 1991, the EBRD has committed more than €5 billion to over 320 projects.

Financial Institutions Follow the Talent

The creation of Tech Sofia highlights how access to skilled technology professionals is becoming a strategic consideration for financial organisations. Cities with strong engineering ecosystems are increasingly attracting global banks, fintechs and development institutions seeking to accelerate digital transformation while diversifying operational risk.
